Theodore, often called "Theo," is a student at F.O.L. Orphanage and part of its Pomeranian Class. After fellow Pomeranian Ronnie reached his "fledging day" and was fostered out,[2] Theodore is now the institute's oldest student and "brother."[3]

In December 1889, while Doll shows Finnian and Snake around, Theodore is in the classroom of the Pomeranians, reading the Fenian Cycle.[4]
Afterward, Theodore takes a walk in-between lessons. When he reaches the stables, he notices a commotion caused by Ginny who refuses to take her riding lesson. When Doll and Susan fail to convince her to take the class, Theodore steps in and effortlessly helps Ginny bond with the horse and help her overcome her fear of riding. Doll and Susan thank him for helping and apologize for bothering him. Theodore retorts that this is simply the duty he has to fulfill as the orphanage's "oldest brother."
Snake and Finnian then introduce themselves to Theodore. Before he leaves for his next lesson, Theodore points out Finnian's "beautiful upper-class accent."[5]
That evening, everyone gathers in the dining hall to celebrate Ginny's "fledging day" tomorrow. Various students, i.a. Nick, congratulate Ginny and want to see the mistletoe she received as a departing gift. Finnian is puzzled by the gift, and Theodore explains that is custom to give students who have reached their "fledging day" mistletoes because the plant symbolizes immortality and signifies the orphanage's wish that the child will have an eternal bond with their new family. While Snake thinks this is a rather romantic gesture, Finnian remarks that mistletoes are parasitic plants that can even kill their host trees before he apologizes for saying something "weird." Theodore praises his botanic knowledge and tells him that it was not weird at all; after all, nobody wants to be sucked out of their nutrients.
Then, Mabel, the oldest Corgi student, arrives and tearfully hugs Ginny as she cannot believe they will have to say goodbye forever so soon. Theodore tells Mabel that Ginny will be sad if she cries so much. He turns to Finnian for affirmation, only to see that Finnian has started crying out of sympathy. Finnian is amazed by how calm and composed Theodore is. When Theodore admits that he is, in fact, restraining himself not to let out a roar because it hurts him to say goodbye to his siblings, Finnian hugs him.
At first, Theodore is touched by the gesture but soon finds himself unable to breathe because Finnian is embracing him too tightly. Snake urges Finnian to stop before he tells Theodore that he, too, was separated from his family but he was eventually able to reunite with Doll; as long as the F.O.L. Orphanage students stay alive, they will meet again too. Theodore agrees that they should not abandon hope yet. Afterward, Susan arrives and formally begins the celebration.[6]
Later that night, Mabel, Oliver, Artie, and Theodore ambush Finnian when he leaves his room. Mabel, hanging from the ceiling, restrains and silences Finnian with a cloth, and Oliver holds a knife against his throat. Theodore tells Finnian to come with them if he values his life.[7] Then, to Theodore's annoyance, Mabel loses her grip, and she, Oliver, and Finnian fall to the ground.
The four students bring Finnian to a larder where Theodore questions him. When the students realize that Finnian does not know what is going on at the orphanage, they argue among themselves what to do. Finnian interrupts them and reveals that he and Snake infiltrated the orphanage because their master believes the institution might be connected to an organization that collects blood.[8] Mabel and Oliver are quick to believe him, but Artie is adamant that Finnian is lying. Theodore is skeptical, but does not dismiss the possibility that he is saying the truth. He and Artie also inform Finnian about the orphanage's tight security, and Theodore recounts the time when a Pomeranian tried to escape after realizing that something was wrong with the orphanage; he was swiftly caught and reached his "fledging day" the following morning.
Theodore ultimately decides to help Finnian for as long as he helps them, but warns him that they will turn him in if he acts suspiciously. Telling Finnian to meet them in the larder again tomorrow at midnight, the elder students leave.
The next day, Ginny's "fledging day" ceremony is held. Her hair is cut to her scalp and she receives her "fledging garment." Afterward, when the elder students watch Ginny leave in a carriage, Theodore is holding a strand of her hair.[9] The chief then announces that the students will now start the lessons for the day as the ceremony is over. Theodore exchanges a look with Finnian beforehand.[10]
At night, Theodore, along with Mabel, Artie, and Oliver, waits for Finnian in the larder. When he arrives, he and the others lead him to the stable where they watch a carriage arrive. The driver carries an unconscious Ginny into the stable, and Theodore explains Finnian that this happens to every "fledged" child: They are secretly returned to the orphanage and brought to the stable where they "vanish." After the driver has left, they go into the stable and search it for a hidden door. They still have not found anything when someone catches them and asks what they are doing.[11]
