Angels want you to enjoy your life and live every good experience to the fullest. When faced with bad issues and/or trauma from the past, they want you to avoid these bad things, and focus on the good times you had in the past. They want you to trust in them completely, as they are eager to see your happiness and to give blessings to you. Fallen angels do not, in fact they are among demons. Angels, especially in Catholic views, are allowed to give visions and at times hallucinations to change people's views of life. As for burning down London, Ash/Angela were seeking to create a world of peace and harmony. However due to the humans constant sins, they had to purified to the point of where they no longer created chaos. However, knowing humans never learn from mistakes, this meant them to be burnt to death. Actually, it is stated in the Bible that if one is to go into corruption and reside among the unclean, they are to be burnt at the stake, hence the way that punishments were brought down on back in Medieval Europe. Also, I'm not sure if this was intentional among the punishment of one of the seven deadly sins, seeing as the punishment for the lustful is to be smothered by flame and brimstone. The nine orders of angels (from lowest to highest) is this. 
Guardian angel, Archangel, Principality, Power, Virtue, Dominion, Throne, Cherub, and Seraphim. Although it isn't confirmed, it is highly likely Ash/Angela are the sixth rank of the nine orders of angels, Power. These angels are tasked with combatting demons, and guarding, and at times creating, holy gates to heaven. If someone is deemed worthy, power angels will come to save people from corruption. They are also tasked with delivering the Lord's less pleasant judgments. Therefore, Ash/Angela were doing their job, staying loyal to the Lord and carrying out his will.
