Let's remember that each Shinighami has a different role, Undertaker (besides being powerful) he has the power to RECOVER the souls, when the real Ciel was killed, Undertaker recovered the soul and then returned it to his body (once that he saved his body in time) damaged which then in the course is cured but almost 100% in fact in chapter 148 or 149, the real Ciel says that his body was somehow "hunting" his soul and for to heal it needs more BLOOD, only in this way the body will be healed completely. And therefore, these are bizarre living dolls in all respects.

Perhaps I should better explain what I meant by this thread. There is this idea floating around that, because he is clearly emotionally attached to Vincent and the Phantomhives, UT is attempting to revive and bring them back. This thread is meant to accentuate why (I think) this is not the case.

Yes, Ciel has returned, and I concede he is probably as resurrected as we will be seeing him. But there are still important factors being overlooked. For one, it has been mentioned by Othello I think, that UT is actually tampering with the very definition of what it means to be alive - meaning that, regardless of whether or not Ciel has his original soul back, the whole concept of a conjoined body and soul being equated to the state of living is losing weight thanks to UT's doing. Additionally - Ciel needs foreign blood as sustenance to operate. He is in no way fully functional on his own, which is very different from an independent, walking corpse. I believe this has more to do with Ciel being a temporary scapegoat than an actual returning member of the family from UT's perspective.

I can't upload it for some reason but
this panel deceptively suggests UT was referring to Ciel when stating he did not want to lose any more Phantomhives, however I'm fairly certain he means Smile.
For starters, Smile is the only remaining Phantomhive still alive in the actual sense. He is also the only remaining family member capable of sustaining the family line UT holds so dear, but is currently threatened by a demon. Even more so, there's a compelling theory that
Ciel committed the family murders , so UT would have absolutely no interest in saving him (if Ciel did it, UT would know because he got ahold of his body which stores the cinematic records, as was established previously).

A possible aim may be to trick Sebastian into consuming Ciel's soul yet again instead of Smile's, and since his contract is technically with "Ciel Phantomhive" it could possibly be a solution to Smile's threat.

In any case, what I mean to say is that UT likely isn't trying to reunite with Vincent primarily or any deceased Phantomhives, but is instead focusing on preserving the entire family line. This was simply in response to the idea that UT somehow can't control his feelings and is mad enough to try and bring Vincent, Claudia, or the locket people back. It would be in opposition to everything he's said so far, especially when you consider that his warnings focus on preserving what can't be restored (which, for him, is now the Phantomhive name and family itself, currently seriously at stake here).
